The speed limit is the maximum speed that you can drive not the required amount. However, driving excessively slow in situations that are not dangerous otherwise, can be considered hindering traffic in some circumstances so it is a balancing act and somewhat subjective. Always allow more time for travel than you would need as traffic IS unpredictable. Like Reply 18h on perfectly clear calm day with no apparent obstructions, the posted limit is the minimum speed you should be travelling on a highway, its not a legal obligation, but for the courtesy and respect of other drivers. If a driver is uncomfortable at that speed, particularly in that location, there is the option to travel on the old main road which has a lower speed limit; driver can stay home, or they can take a driving course to improve their skillset behind the wheel. There is no moral need to be an inconsiderate prick on the provinces highways. Edit: i will add that the only reasonable exception would be a learning driver, for which there is a legal requirement for the vehicle to have a novice driver sign attached at the rear of said vehicle.
